Personal Action Plan to Maximize Information and Technology in My Public Service
Importance of Information Management
According to Title 1 Guam Code Annotated Chapter 19 §1922(a), every director, administrator, president, or head of a Government of Guam agency, including line agencies, autonomous and semi-autonomous agencies, public corporations, the Guam Mayors’ Council, the Courts of the Judiciary of Guam and the Guam Legislature shall submit an annual Citizen-Centric Report, which assists in the organization and management of information. Every year, the Guam Police Department provides a Citizen-Centric Report to the Guam Legislature and citizens of Guam. Information management and information technology increases the effectiveness and performance of policing services in a number of ways (Deloitte & Touche, 2008). Information management is very important to the Guam Police Department because managing information enables collaboration and information sharing between police forces and other agencies, supports the use of analytics to strengthen intelligence-led and preventive policing and enables officers to access critical information remotely ways (Deloitte & Touche, 2008). Managing information also helps Guam police officers increase public confidence by enabling them to engage with the communities they serve through tools, which help citizens understand policing operations and hold the police to account. The way to maximize information includes the continuation of sharing information and the input of information into the law enforcement management system. It is important to provide correct information into the law enforcement management system for accurate results that will assist with ongoing investigations and criminal statistics to the public.
How to Maximize?
The actions that I would take to maximize my effectiveness in managing information on Guam with law enforcement agencies include to input correct and accurate information into the law enforcement management system, updating and utilizing social media to assist with the prevention of crime in the community, and continue to utilize emerging technologies. Utilizing and inputting accurate information into the law enforcement management system assist officers in searching for a suspect, assisting a victim, and closing an ongoing investigation. Police service will also be quicker and easier to understand. There are many promising uses of emerging technologies for governments and public sector organizations. If correctly designed and implemented, automation tools could be used to enhance the efficiency and quality of many law enforcement agencies and the Guam Police Department, offering citizens the opportunity to interact with the state in more agile, effective and personalized ways (Guszcza, 2018). More and more government agencies are considering or starting to use emerging technologies to provide a human-centric interface that supports more user-driven service design that best meets the needs of users (Guszcza, 2018). New technology systems in the law enforcement field also represent a near-term opportunity for governments to increase productivity, slash paperwork burdens, keep costs down and overcome resource constraints, particularly in terms of optimizing workforce and shifting civil servants to more complex, value-adding tasks (Mehr, 2017). Emerging technologies continuously affect the Guam Police Department. Officers receive faster data and information on a person who we may come in contact with using our database and law enforcement management system. Ever-evolving law enforcement systems have benefited officers when they come into contact with someone who may have a pending arrest warrant, have prior arrests, may be a victim or a suspect of an ongoing investigation, or may have weapons. The system automatically assists officers once someone has been identified.
Emerging Technologies
Emerging technologies have been proven to save officers lives. Law enforcement agencies looking to serve their citizens in the digital era need to keep up with the demands of tech-savvy constituents. I will continue to utilize the emerging technologies to help our local police department prosper by respond to citizen demand in regard to digital information services and provide other services and programs that support citizens. Further, I will continue to support and embrace new and emerging technologies for developing innovative approaches to policy making, service delivery and public value creation. Emerging technologies hold considerable potential for making the public sector smarter, more agile, efficient, user-friendly and, as a result, more trustworthy (Beloof, 2015). Emerging technology also cause personalized services and foster citizen engagement with public institutions, through the design of human-centric interfaces, enhance operational efficiency and the quality of administrative procedures through increased automation of physical and digital tasks, and enable greater predictive capabilities for better decision making and policy outcomes (Beloof, 2015). Digitalization trends over the past three decades have offered increasing opportunities for the public sector to develop innovative approaches to policy making, service delivery and public value creation (Kelly, 2008). From mainframe computing, to the introduction of personal computers, and the advent of the internet and open networks, governments and public sector organizations have a long history of using technologies to improve internal and external collaboration, better plan resources and procurement operations, inform decision-making and reform service delivery (Kelly, 2008). As an emerging technology can quickly become mainstream or disappear altogether depending on its pace of development, adoption and whether it is superseded by a better technology, technologies of recent adoption, or currently under development allow for innovative solutions for public policy and service delivery, and to the economy (Dachs, 2018). Emerging technology provides solutions that are being joint into the process of policymaking and public service distribution (Dachs, 2018). In addition, emerging technology has brought with it many considerable advantages and opportunities and will probably continue to do so. The technology is in existence or is still being developed to enhance public agencies’ use of the Internet to provide information, services, opportunities for enhanced democratic discourse, and even voting, but the exact future of such activities is still unclear, not for technical reasons, but because of political, public policy, and public management concerns (White, 2007).
Principle for Analyzing Information in Law Enforcement
Ethics provides accountability and trustworthiness between the public and the police. Computer crime, privacy, and security create an ethical reasoning for the public and are constantly challenged by technology advances. Many corporations, organizations, and government entities create strong mission statements to establish strict values and ethics (Johnson, 2019). Unethical choices in collecting and managing information affect data and may affect future decisions. While the move to limit an ethic of dissent provides necessary constraints, it also may have weakened administrators’ ability to perform essential statesmanship acts rooted in Government to achieve the common good (Newswander, 2014). When officers do not have ethics and input wrong data and information into the law enforcement management system, many issues will erupt, such as providing officers with wrong information on a suspect’s location, a victim’s personal information, or information on the wrong vehicle during a pullover. It is important that Guam Police Officers present the principle of ethical reasoning in every way possible.
How to Share New Knowledge Effectively
As technology advances, the police environment is dependent on a variety of internal and external driving forces (Chan, 2003). Social media sites and resources should be viewed as another tool in the law enforcement investigative toolbox and should be used in a manner that adheres to the same principles that govern all law enforcement activity. I am currently utilizing social media as a way to assist the community in a quicker manner. Social media sites have emerged as a method for instantaneous connection among people and groups; information obtained from these sites can also be a valuable resource for law enforcement in the prevention, of crimes. I am currently involved with Guam’s Neighborhood Watch and I will continue to do my due diligence in assisting the people of Guam. However, the Guam Police Department has a social media policy that outlines the associated procedures regarding the use of social media-related information in investigative and criminal intelligence activities, while articulating the importance of privacy, civil rights, and civil liberties protections. Moreover, the same procedures and prohibitions placed on law enforcement officers when patrolling the community or conducting an investigation should be in place when agency personnel are accessing, viewing, collecting, using, storing, retaining, and disseminating information obtained from social media sites (Chan, 2003). As these sites increase in popularity and usefulness, a social media policy is vital to ensuring that information from social media used in criminal intelligence and is lawfully used, while also ensuring that the citizens of Guam are protected.
